Bradley Cooper describing the amazing interpersonal skills of Joe Biden, which is kind of a funny word choice coming from the star of the blackout comedy “The Hangover.” Cooper met the vice president while doing mental-health celebvocacy linked to the “Silver Linings Playbook” release. “He’s a master,” the movie star tells Details in a new cover story. “Comes in the room and comes right up to you. . . .
