Lerner put on leave: Lois Lerner, the IRS official who heads the tax-exempt organizations division and invoked the Fifth Amendment at a congressional hearing this week, has been placed on administrative leave.

Obama lays out counterterrorism guidelines: President Obama delivered a major address on his counterterrorism policies. He for the first time outlined his legal guidelines for drone use in and out of war zones and called for Congress's help to close the Guantanamo Bay prison in Cuba.

Bonner stepping down: Rep. Jo Bonner (R-Ala.) will resign from Congress in order to take a job at the University of Alabama system. He won't step down immediately but a special election is required as long as Congress is in session between his resignation and the next general election (which will be the case).

How do Americans view the IRS? Forty-two percent of Americans say the Internal revenue Service is doing a poor job, according to a new Gallup poll. That number has climbed dramatically since 2009. But it could be worse for the agency: A majority of Americans say the IRS is either doing an excellent, good, or fair job. (Twenty-nine percent say the agency is doing a fair job while 27 percent say it is doing an excellent or good job.)

Running for mayor of what city, again? Newly minted New York City mayoral candidate Anthony Weiner's campaign Web site had included a banner with a background image of what appeared to be the skyline ... of Pittsburgh. Campaign technology company NGP VAN is taking the blame, and the Weiner campaign Web site now features a different image. Meanwhile, New York Gov. Andrew Cuomo (D) says "shame on us" if Weiner is elected.

Confirmed with no objection: The Senate unanimously confirmed Principal Deputy Solicitor General Sri Srinivasan to the U.S. Court of Appeals for the District of Columbia Circuit.
