Rahm Emanuel won Chicago's runoff mayoral race Tuesday earning a second term, and Jon Stewart was a bit surprised he pulled it off.

"Chicago, congratulations, you Rolling Stoned that," he said Wednesday on "The Daily Show." "The report is in on everything you have done wrong, and we feel that that report is punishment enough."

Emanuel beat the nation's "fourth-most-famous Chuy," Jesus "Chuy" Garcia (behind Chewbacca, Chewy bars, and Chuy from "Chelsea Lately"), despite "a terrible record and a universally recognized abrasive personality," Stewart said.

"Things are looking up," he said. "And by things I mean the amount of money they don't have and crime."
