A new apartment building offering lower-cost housing for seniors 62 and older will open soon in Rockville.

Victory Court, at 209 Monroe St. in Rockville, contains one- and two-bedroom units with washers and dryers, carpeting and high-efficiency heat pumps. Sixty-five of the 86 units are set aside for seniors with low and moderate incomes earning $37,600 to $68,720 a year.

The three-story building has townhouse-style architecture with stone, brick and siding to match the neighborhood. The building also has two porches at the entrance and a partially enclosed courtyard with a terrace and a gazebo. Building amenities include a two-story great room with a fireplace, a library, a billiards room, a community room, a café, an arts and crafts room and a wellness center.

Seniors in the low- and moderate-income units will pay from $931 a month for a one-bedroom apartment to $1,837 a month for a two-bedroom, two-bathroom unit. The two-bedroom, two-bathroom market rate apartments are being leased for $1,990 a month. Eighty percent of the units already have been leased, officials said.

The building is in walking distance of shops and restaurants at Rockville Town Center and the Rockville Metro station.

Victory Housing, the nonprofit affordable housing arm of the Archdiocese of Washington, partnered with the Montgomery County Department of Housing and Community Affairs, the Housing Opportunities Commission of Montgomery County and Capital One to develop Victory Court.

Former Kennedy property sells for $9.5M

A 6.5-acre parcel of Potomac riverfront property along the “Gold Coast” of McLean once owned by the late Sen. Ted Kennedy sold for $9.5 million — the highest recorded sale in the Washington area so far this year, according to the Rockville-based multiple-listing service MRIS.

The land offers extraordinary views of the Potomac River and is adjacent to three of the most high-priced homes in the area — residences belonging to AOL co-founder Jim Kimsey, former AOL partner Steve Case and entrepreneur Rodney Hunt.

Earlier this year, the Kennedy property was being marketed for $45 million — including a proposed 10-bedroom, 12.5-bath mansion with eight fireplaces, indoor and outdoor pools, tennis and racquetball courts and a five-car garage that would be built there.

The buyers opted to purchase the land and the existing home where Kennedy and his wife Joan lived in the 1970s as-is for $9.5 million instead of the proposed 30,000-square-foot mansion.

Fouad Talout, a realty agent with Long & Foster Real Estate’s McLean represented the seller in the deal and Pascale Karam, also of Long & Foster, represented the anonymous buyers, who plan to build on the property.

If there was any doubt that the D.C. area has costly housing, the latest Forbes magazine list proves it. While the top of the list of most expensive areas in the country is dominated by New York City and the Silicon Valley in California, the D.C. metro area is well-represented among the costliest 200 Zip codes.

Nine D.C.-area Zip codes are among the top 200. One — 22102 in McLean — made the top 100 at number 89, where the median home price is $1.858 million. Other Zip codes among the top 200 are:

• Great Falls (22066) at 109, where the median home price is $1.7 million.

• McLean (22101) at 118, where the median home price is $1.6 million.

• Washington (20008) at 120, where the median home price is $1.6 million.

• Potomac (20854) at 143, where the median home price is $1.4 million.

• Chevy Chase, Md. (20815) at 150, where the median home price is $1.4 million.

• Bethesda (20817) at 186, where the median home price is $1.3 million.

Electric car charger standard in new luxury homes

As technology and homebuyer expectations change, the owners of Capital City Builders, a custom home builder in the Washington area, say they believe the next feature in demand will be an electric car charger for every garage.

The company plans to make its “EV-Ready Garage” a standard feature in each home it builds. The garage includes a 240-volt power outlet that can be used to charge electric vehicles from all automakers such as Tesla, BMW and Ford.

Capital City Builders’ managing partner Ali Khazai says the company’s home at 6920 Arbor Lane in McLean showcases the special electric car outlet which is attached to a separate meter and is charged at discounted rates by Dominion Power. A standard meter is installed for the rest of the home’s electricity. Khazai says Dominion Power charges approximately 11 cents per kilowatt on the standard meter and 5 to 8 cents for the meter dedicated to charging the electric car.

Capital City Builders, a family-owned builder in business since 2001, built three homes in 2013 and is on track to build five homes in 2014, all priced between $1.6 million and $5 million. While the company builds homes throughout the D.C. area, most of its projects so far have been in McLean, Vienna, Arlington and Northwest Washington.
