Remember in February when the Hamilton Project at the Brookings Institution released a list of 15 clever ideas for reforming the federal budget, including everything from auctioning off visas, to replacing fee-for-service Medicare with lump sum payments to hospitals regardless of the number of services issued, to replacing the mortgage interest deduction with a flat credit?
