On Tuesday, President Obama will give a big speech on global warming at Georgetown University. And the White House is unveiling a slew of new policies to promote renewable energy and curtail U.S. carbon-dioxide emissions.

The details of the White House plan are posted below. The big items: The Environmental Protection Agency will craft rules to limit carbon pollution from new and existing power plants. The Department of Interior will try to accelerate the development of renewable power on public lands. And the Energy Department will ratchet up efficiency standards for appliances. The overarching goal is to reduce U.S. carbon-dioxide emissions 17 percent below 2005 levels by 2020.

At the same time, the White House will also try to help state and local agencies prepare for the impacts of climate change that are already happening and pursue international climate negotiations with countries like China more aggressively.
