On Tuesday, President Obama will give a big speech on global warming at Georgetown University. And the White House is unveiling a slew of new policies to promote renewable energy and curtail U.S. carbon-dioxide emissions.
At the same time, the White House will also try to help state and local agencies prepare for the impacts of climate change that are already happening and pursue international climate negotiations with countries like China more aggressively.
