The Nov. 17 article “What parking pays for” mentioned that some of the money collected from student parking fees goes to high school principals to use as discretionary funding.

Every year Fairfax County publishes a budget requiring more and more money. Yet there is discretionary money for schools to spend as they see fit? It would seem to me, if the school district is serious about fixing its budget problems, the first thing it would do would be to eliminate this practice. All money should be distributed equally.
