I agree in theory with David Alpert that the D.C. government, not Congress, should make decisions about height restrictions in the city [“The D.C. Council votes against self-government,” Local Opinions, Nov. 24].

But I fear that, in practice, if this happened our cityscape would not reflect the wishes of residents but rather be shaped by developers, who finance our leaders’ election campaigns. Let’s enact meaningful ethics and campaign finance reform first — and yes, I know, it may take a while.
