What does border wall funding have to do with Puerto Rico?
The Pentagon released its plan earlier this week for funding a border wall between the United States and Mexico. The payment is triggered by the president’s declaration of a national emergency.

Part of the plan is to divert money away from military construction projects, although the department has not specified which projects may be canceled or affected. According to Washington Post national security reporter Paul Sonne, that redirection of money could have far-reaching effects, potentially delivering an outsize blow to Puerto Rico and a program helping European allies deter Russia.
