North Dakota lawmakers on Friday approved a state referendum for the fall on a constitutional amendment that, if passed, would effectively block abortion by holding that life begins at conception.
The referendum, which will go before the voters on the November ballot, is the latest in a series of moves by the state’s lawmakers to limit and, in some cases, even eliminate abortions.

A sign at the Birmingham airport fell on a family Friday, killing a 10-year-old boy and injuring other family members.
The coroner's office said Luke Bresette was pronounced dead at Children’s of Alabama. Two other children were being treated there, and the mother, Heather Bresette, was taken to University Hospital, where spokeswoman Nicole Wyatt said she was in critical condition. Authorities did not disclose the family’s home town.
Firefighters estimated that the arrival-departure sign weighed 300 to 400 pounds. The airport completed the first phase of a more than $201 million modernization effort and opened newly renovated concourses last week.

Shell casings could tie parolee to Colorado slaying: Shell casings from a shootout with a parolee in Texas are the same make and caliber as those found at the home of Colorado’s prison chief after he was killed. Authorities searched the wrecked car of Evan Spencer Ebel, who was killed in a shootout Thursday. Authorities also said they found a Domino’s Pizza bag and a jacket or a shirt in the car’s trunk. Denver police say Ebel is a suspect in Sunday’s killing of pizza delivery man Nathan Leon.
