After holding the Senate floor for 21 hours and 19 minutes, the freshman senator from Texas ended his anti-Obamacare talkathon at noon, running up against a deadline imposed by Senate procedural rules. The Senate is scheduled to vote to open debate on its own version of the funding bill, which unlike the House version includes funding for the health-care law known as Obamacare.
