The district is heavily Republican, and Marino, whose nomination to head the Office of National Drug Control Policy was withdrawn after a Washington Post/60 Minutes investigation
into a bill he championed that hobbled the Drug Enforcement Administration’s response to the opioid crisis, won it by 32 points in 2018.
Last year was the first time its current borders were used after the Pennsylvania Supreme Court overturned the state’s Republican gerrymander
. The large, primarily rural district covers much of northeastern Pennsylvania. Trump won the same geographic area by 36 points in 2016. The seat will be up for grabs again in the 2020 midterm election.
