Historic $6.5 million settlement with Walter Scott's family

North Charleston, S.C. mayor announces a $6.5 million settlement with the family of Walter Scott, the unarmed black man who was shot in the back by a white police officer in April. Walter's brother, says some of the settlement will be donated to disaster relief for S.C. flood victims.
