Biden picks Michael Regan to lead EPA

President-elect Joe Biden introduced North Carolina environmental regulator Michael S. Regan as his nominee to head the Environmental Protection Agency in Wilmington, Del., on Dec. 19. Regan would be the first Black man to lead the agency.
