Six of the country’s 17 regions have turned to Prime Minister Mariano Rajoy’s central government for bailouts totaling $23 billion, intesifying the nation’s debt crisis. The president of one of the bailout regions, Catalonia, has called early regional elections for November that will revolve around whether it should be independent of Spain.
