The Justice Department has charged Leonard Glenn Francis, president of a Malaysian contractor, with bribing senior U.S. Navy officers to steer ships and submarines to four “Pearl Ports” in Southeast Asia, where he could more easily overcharge the Navy for resupplying its vessels.
