Did the Russians really strike the Islamic State?

On Wednesday, the Russian Defense Ministry claimed that its air force launched about 20 strikes against Islamic State targets in Syria and provided video footage, including the image below, showing one of the supposed Islamic State targets being bombed. Defense Secretary Ashton B. Carter disputed Russia’s claim and said that the airstrikes were carried out in areas where Islamic State forces were ”probably” not present.
